The Gemorah in Taanis 10B answers an apparent contradiction about learning Torah while traveling. The Gemorah says that on the one hand, if Torah scholars are traveling and they do not discuss Torah on the way, they deserve a terrible punishment. On the other hand, the Gemorah quotes Yosef’s charge to his brothers to not to engage in learning while travelling back from Egypt to tell Yaakov that he was still alive, lest problems develop in travel [because they are traveling and involved in their learning at the same time, which may cause them to lose their way]...
