In the beginning of this week’s Parsha, Moshe and Aharon come to Pharoah to warn him of the plague of locusts.  Prior to the warning, they say in the name of Hashem to Pharoah, “…for how much longer will you refuse to submit ‘לֵעָנֹת’ before Me?” (Shemos 10:3)

Rashi explains that the word,”לֵעָנֹת” means “to submit” as we have translated it above.  Rashi explains that,”לֵעָנֹת” is related to the word, “עָנִי” – an impoverished person. In this context, it means that Pharoah had refused to act impoverished, humbled and submissive before Hashem...

“’And now, go back to your work, but you will not be given any straw [from which to make bricks]. Nevertheless, the [same] number of bricks you must produce.’…And Moshe returned to Hashem and said, ‘O Hashem! Why have You harmed this people? Why have You sent me? Since I have come to Pharaoh to speak in Your name, He has harmed this people, and You have not saved Your people.’ …And Hashem spoke to Moshe and said, ‘I am Hashem.’” (Shemos 5:18-6:2)...

Hashem said to Moshe, ‘When you go to return to Egypt, see all the signs that I have placed in your hand and perform them before Pharaoh, but I will strengthen his heart, and he will not send out the people.’” (Exodus 4:21)

It would appear that telling Moshe to perform the signs before Pharoah in this verse is superfluous as Hashem had already charged Moshe with this task in prior verses...
